Integrated Sustainability Appraisal

There is a statutory requirement for sustainability appraisal (SA) and strategic environmental assessment (SEA) to be undertaken in relation to the 2nd Replacement Local Development Plan (2RLDP).  Sustainable development is at the heart of the development plan process, and all developments plans must ensure that they contribute to achieving the economic, social, environmental and cultural well-being goals of Wales, as required by the Well-Being of Future Generations (Wales) Act (WBFGA) 2015.

The integrated sustainability appraisal (ISA) fulfils the requirements of:

  • Sustainability appraisal (SA) and strategic environmental assessment (SEA);
  • ​Equalities impact assessment (EqIA);
  • Health impact assessment (HIA);
  • Welsh language impact assessment (WLIA);
  • WBFGA 2015.

The aim of the ISA is to inform and influence the plan-making process with a view to avoiding and mitigating negative impacts and maximising positive ones.

There are five key stages of ISA, integrated into the 2RLDP preparation process:

Scoping Report

The Scoping Report for the Caerphilly 2RLDP outlines the proposed approach to the ISA of the plan.  This report is the first stage in the process and sets out the issues and objectives against which the 2RLDP strategy, policies and proposals will be assessed. This has involved a review of the plans, policies and programmes relevant to the preparation of the 2RLDP, together with a review of the environmental, social and economic baseline characteristics of the County Borough.

Initial ISA Report

The initial ISA Report presents an assessment of the Preferred Strategy and is published alongside it.

It assesses the growth options, and the strategic alternatives, considered in the formulation of the Preferred Strategy against the ISA objectives developed and set out in the Scoping Report.

Any representations received during the Preferred Strategy consultation period (October 19 – November 30 2022) will be considered and a revised ISA Report will be published subsequently alongside the Deposit Plan.
