Cemetery Guidance Reminder

Caerphilly County Borough Council has long established Cemetery Regulations to enable us to effectively manage and maintain the dignity and sanctity of our cemeteries. These regulations have been crafted to inform all cemetery users of the reasonable requirements applicable to them. The aim of this guidance is to keep cemetery visitors safe, whilst also respecting the deceased.
In recent months, we have experienced increased incidents within our cemeteries. This is a reminder of the regulations on what is permitted and why.
At many of our cemeteries, we operate a lawn policy whereby only the memorial is permitted at the head of the grave. Unfortunately, this means that items such as:
- Railings/fencing
- Kerbs
- Shrubs/Trees
- Chippings
Are not permitted. These items directly limit the access of other visitors and prevent council staff from safely undertaking routine maintenance.

While we recognise that cemeteries offer a place to remember and reflect; it is important to be respectful of others and to obey the guidance to ensure that everyone can access our cemeteries. Respecting these guidelines, also allows staff to maintain these facilities to the high standards that we strive for.
To help us maintain these standards, Caerphilly Council will contact registered grave owners if a grave doesn’t comply with the agreed policy and request that any unauthorised items be respectfully removed. The policy ensures that our cemeteries can be safely maintained, and that the dignity of the deceased is respected.
