Introduction to Sheltered Housing

What is sheltered housing?

Sheltered Housing is a group of unfurnished units of accommodation designed to meet the needs of older people usually 60 years of age and over who wish to remain independent but who would like to benefit from the additional services and support at the schemes. People with disabilities who are under 60 years of age may also be eligible subject to further assessment.

Sheltered housing schemes can vary in size and type of property but every scheme has communal facilities and daily floating support from a Sheltered Housing Officer. The service is also supported by the Older Persons Housing Team during office hours. It is important that residents and relatives understand the role of the Sheltered Housing Officer. A Sheltered Housing Officer will provide housing related support but is not expected to provide personal care or assist residents with tasks they could do themselves or with the support from other agencies such as personal care, cleaning, laundry, shopping or collecting pensions or prescriptions. All residents are asked to co-operate with the Sheltered Housing Officer in ensuring security is maintained both in the scheme generally and in their own homes.

All properties are linked to an alarm call system called the Caerphilly Careline Community Alarm Service which can be used at any time to contact the Sheltered Housing Officer for help or advice when they are on duty. Whenever the Sheltered Housing Officer is off duty all calls through the Caerphilly Careline Community Alarm Service are taken directly by the Control Centre where control operators are fully trained to provide help and assistance. This service is available 24 hours a day, 365 days a year.

All sheltered housing schemes have communal facilities and communal areas which provide the opportunity to make friends and socialise. Sheltered Housing contract holders are service charged for the additional services they receive. These charges will vary depending on which sheltered housing scheme they live in. Every year each sheltered housing contract holder is sent a breakdown of the service charges to let them know how much they will pay for the coming year. There is a separate guide for contract holders providing more information and guidance on service charges.

What are the benefits of Sheltered Housing?
