Season tickets terms and conditions

Blackwood, Bargoed and Caerphilly

Season tickets may be purchased for use only in the following long stay car parks in Blackwood, Bargoed and Caerphilly:

Blackwood

  • Court House
  • Thorncombe 2
  • Thorncombe 3
  • Cliff Road
  • Libanus
  • Highland Terrace
  • Gordon Road

Bargoed

  • Emporium
  • St Gwladys

Caerphilly                                                   

  • Crescent Road (Long Stay)
  • Station Terrace
  • Bedwas Road
  • Lawrence Street                 

Season tickets are not valid for use in the following short stay car parks:

  • High Street     
  • Twyn
  • Woodbine Road
  • Crescent Road (Short Stay)
  • Wesley Road
  • Bus Station
  • Market Traders'

Season tickets are only valid for use in the car park stated on the ticket.

The Council will not refund any monies in the event of either whole, or part of, one of the long stay car parks being closed or in the event of surrendering the season ticket before the expired date.

The Council will not guarantee a parking space being available. 

In the Libanus car park only 20 spaces are available. Initially, 6 will be reserved for residents’ season ticket holders only. Only residents of even numbers 264-286 High Street who are keepers of cars may apply for the lower rate residents’ season ticket. This is to ensure that the remaining spaces are fully used as practical, the Council may issue more tickets than the number of spaces.

For Gordon Road car park, only residents of even numbers 12-34a Gordon Road and 1-10 Albion Terrace, who are keepers of cars can apply for a season ticket. In the first instance, you may apply for one season ticket per property. In the event that there is capacity in the car park, consideration will be given to the issue of more than one ticket per property.

For Highland Terrace car park, only residents of Graig View, Highland Terrace, number 6 Woodbine Road and odd numbers 7-11 Woodbine Road, who are keepers of cars can apply for a season ticket. In the first instance, you may apply for one season ticket per property. In the event that there is capacity in the car park, consideration will be given to the issue of more than one ticket per property.

For Bedwas Road loading zone, only residents of numbers 21-23 Ton-Y-Felin Road who are keepers of cars can apply for a season ticket.  

A replacement season ticket will be issued if:

  • The vehicle is an insurance write-off
  • The vehicle has been stolen
  • The vehicle has been changed (fee applicable)

Season tickets will be endorsed with the registration number of the vehicle to which it applies.  For change of vehicle, the existing ticket (or written declaration that it has been lost, damaged, etc) must be returned to us prior to issue of a renewal at: Engineering Services, Directorate of the Environment, Penallta House, Tredomen Park, Ystrad Mynach, Hengoed. CF82 7PG.

Season tickets must be visibly displayed on the front windscreen.

Failure to comply with the car park regulation order will result in the issue of a penalty charge notice. The Council also reserves the right to withdraw or cancel a season ticket, immediately and without refund.

The Council may contact you and ask you to provide a copy of the Vehicle Registration Certificate (V5C) to support your application via email.

You will need to allow 10 working days for your permit to be processed and posted to you. If you do not hold a valid permit, you will need to either purchase a pay and display ticket or find an alternative legal place to park your vehicle.

You may be liable to prosecution for knowingly making a false declaration
