​Notice of Motion for Ty Llwyd Quarry

A notice of motion was agreed at a meeting of full council yesterday evening to request additional funding from Welsh Government for the future management of the former Ty Llwyd Quarry site in Ynysddu.

A series of ongoing communications regarding this matter have been issued to local residents in the form of a detailed and factual newsletter about the history of the site, and the current and future management plans, meetings and statements, following an overtop of the leachate chamber, resulting in water containing leachate to leave owned land known as Pantyfynnon woodland and discharge on to the public highway below, after a period of heavy and persistent rainfall earlier this year.

The Council has scheduled a robust sampling plan across a number of locations to closely monitor the situation and inform the continued work with Natural Resources Wales, and its consultants, to produce an updated management plan. This plan will be informed by a further 8 months of sampling to take into account the seasonal effects, and will address the issue of whether the site meets the legal definition of contaminated land. In addition there are further assessments to establish whether a water discharge consent is required from NRW and if so what additional leachate treatment will be required to achieve compliance with that consent.

The Cabinet Member with responsibility for the portfolio area, Cllr. Philippa Leonard, said, “We are keen to tackle any misinformation circulating in the community as we do not feel this public scaremongering is helpful. It is important to note that when we received the letter from NRW following the investigation, we shared the contents with local members and we issued a statement in the spirit of transparency, the approach we have taken throughout this process.”

She added, “I am keen to set the record straight that it is alleged that we have high PCB levels in the Sirhowy River, this relates to a sample taken 27 years ago.  Recent river water sampling has shown PCB levels to be below the limit of detection, this is a prime example of the scaremongering and the way it is phrased, misinformation. I want to give the community my assurance that we are committed to closely monitoring the site and I encourage local members to attend the ongoing meetings regarding the future management of the site.”
